While you're thinking , we put in actual work . Your thinking is not correct . We have actual experience in creating a centralized VPN services. To achieve this we had to work 2 years with 10 people in our team and spend $700k. In order to create a decentralized network we will need more specialists, more time and it costs money . Our current profits cover people salaries , server costs and leave some margins to live off , but in order to create a large and successful project on Blockchain we need serious investments.

1) How can determine a county of VPN? If person who can share a bandwidth, lives in Germany for example. Does it mean that country of VPN will be the Germany?

But you should understand if client wants to make bad things then agent has potential risks because agent IP is the last address in this chain.
For example, a client wants to make a spam. He rents a bandwidth from an agent. And then it turns out that in fact, the agent makes a spam.
1) Agent software will have limited SMTP, connection rate limit and blacklist with sensetive to fraud
2) Agent will have option, which will enable proxy/tunnel only for really blocked sites (like wikipedia, etc), but in this case, agent will have less fee
