Summary

The Crypto Specialist provides expertise and coordinates TM activities regarding crypto and digital asset securities. Duties include coordination with Division staff to establish a comprehensive plan to address crypto and digital asset securities; engage with other Divisions and Offices on such matters; serve as the Division's point of contact for domestic and international regulators, market participants, and the public; provide expert level comment on policy and workstreams.

Responsibilities

• Develop and maintain expert-level industry knowledge of crypto and digital asset securities and products, as well as legal and policy developments occurring in domestic and foreign jurisdictions;
• Apply knowledge of federal securities laws to digital asset securities and crypto matters, i.e., broker-dealer, exchange, clearing agency and transfer registrations, exchange product applications, sales and trading practices, etc.
• Conduct periodic meetings with Division and agency staff to foster collaboration, open communications and a common understanding of key issues, and relevant industry, legal and policy developments;
• Serve as the Division's lead representative in the SEC's FinTech Working Group and as liaison with the FSOC's Digital Assets Working Group;
• Interact with relevant Division staff, brief Chairman's Office and Commissioner offices about salient developments, and represent the Division and agency at conferences and meetings with industry and public stakeholders.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

BASIC REQUIREMENT:

Education: Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position.

OR

Experience: Performing financial analysis and evaluation work requiring a comprehensive knowledge (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-16: Applicant must have at least one year of specialized experience equivalent to the GS-14/SK-14/15 level or equivalent: performing work in a professional capacity that includes: serving as an expert adviser in the private sector (e.g., within a broker-dealer, investment adviser, exchange, or other digital assets business) or regulatory agency applying theories, conducting quantitative research and application with crypto and digital asset securities; technical experience with digital assets in order to assess potential impacts of such markets and assets on the securities industry, its participants, and investors.
